#'substring-no-properties: check STRING's type, get_string_range_char won't.

* fns.c (Fsubstring_no_properties):
Sigh, get_string_range_char checks the type of its START and END
arguments, but doesn't check the type of its STRING
argument. Thank you Raymond Toy!
