Lots of new MS Windows docs Mostly recently: Windows-I18N docs. Lots if new I18N docs. Loads of other stuff. .

This directory contains the source code for the architecture-dependent
files that go in ../arch-lib.  At present, these are mostly utility
programs used by Emacs.
