Complete support for macro-declaration-function, bytecomp{,-runtime}.el

* subr.el:
* subr.el (macro-declaration-function): Removed.
Add support for macro-declaration-function, which is a GNU
mechanism for indicating indentation and edebug information in
macros (and only in macros).
