Fix CL compliance of [symbol-]macrolet.

* cl-macs.el (macrolet):
* cl-macs.el (symbol-macrolet): Don't require one mandatory
[symbol-]macro definition in the first argument. The Common Lisp
standard allows the list of definitions to be empty.
