bytecomp.el: always check code in (interactive SEXP) for sanity

* bytecomp.el (byte-compile-lambda):
Even if we are going to store uncompiled interactive forms in the
compiled-function object, byte compile (and discard) the code, for
the sake of the warnings generated.
