Add GPL v2 or later header to s/sco7.h. Ron Record, the author of that file, gave permission to do so in xemacs-beta message <4B6C7791.2020100@ronrecord.com>.

This directory contains the source code for the architecture-dependent
files that go in ../arch-lib.  At present, these are mostly utility
programs used by Emacs.
