Avoid byte compiler warnings, some needless consing, descr-text.el

(unidata-initialize-unihan-database, describe-char-unicode-data)
(describe-char-unicode-data):
Wrap calls to the database functions with (with-fboundp ...),
avoiding byte compile warnings on builds without support for the
database functions.
(describe-char): (reduce #'max ...), not (apply #'max ...), no
need to cons needlessly.
(describe-char): Remove a redundant lambda wrapping
#'extent-properties.
(describe-char-unicode-data): Call #'nsubst when replacing "" with
nil in the result of #'split-string, instead of consing inside
mapcar.
