Deal with arglist newlines better, #'function-arglist, #'function-documentation

* help.el (function-arglist, function-documentation):
Deal more gracefully with tabs in the function arglist; in
function-documentation, when stripping the arglist, pay attention
to the fact that they may span multiple lines.
