Drop support for Thai-XTIS, which was always non-standard and never used.

Remove these two files; XTIS was always non-standard and was never
widely implemented, and we've never supported the character
composition necessary for thai-util.el.
* dumped-lisp.el (preloaded-file-list):
Drop thai-xtis, dump thai.el instead.
