Avoid some dynamic scope stupidity in interpreted code, #'notany, #'notevery.

* cl-extra.el (notany, notevery): Avoid some dynamic scope
stupidity with local variable names in these functions, when they
weren't prefixed with cl-; go into some more detail in the doc
strings.
