Correct the NEW_GC non-DEBUG_XEMACS version of PARSE_KEYWORDS().

* lisp.h (PARSE_KEYWORDS):
Correct the NEW_GC non-DEBUG_XEMACS version of this macro; under
such builds S##function is a pointer, not a Lisp_Subr structure.
