Add details about losing data to the unicode-to-char docstring.
The Mule character encoding model means that extant Unicode coding systems
will lose data. Make this clear in the docstring of unicode-to-char, give
sample code to implement support for some desired code points should our
distributors want to do that.

6 This code has been adapted from the cygwin net release installer. In

7 particular note that the cygwin net release installer is actively

8 maintained and therefore we will want to incorporate improvements from

9 that. I have therefore tried to use the cygwin way wherever

10 possible. I have however cleaned up the code somewhat so that there
|
|
|
11 are not billions of warnings.
