behavior ws #3: behavior updates
behavior.el: Major update. Add documentation of how it works.
behavior-defs.el: Only define the basic behavior groups here.
Move the definitions for particular packages to the
appropriate package files.
mwheel.el: Add define-behavior for mwheel.

3 this is an old workspace, very close to being done, containing

13 that never used to.
