fix bad defn of disabled inline assert

* lisp.h:
Disabled inline assert should just use disabled_assert()
not disabled_assert_at_line() otherwise you get compile errors.
(Hasn't bitten us only because no one is currently using inline
asserts -- but this is different in the Unicode-internal repo.)

6 This code has been adapted from the cygwin net release installer. In

8 maintained and therefore we will want to incorporate improvements from

9 that. I have therefore tried to use the cygwin way wherever

10 possible. I have however cleaned up the code somewhat so that there
|
|

11 are not billions of warnings.
