1064 Area Meeting considered the history and prospects for the Quaker
1065 Meeting House at 7 Victoria Terrace.</p>
1066 <p>The following minute was made:</p>

1071 Partly in the light of repairs and alterations due to the building over the next few years, we have taken this opportunity to reconsider some of the uses of 7 Victoria Terrace.

1074 Don Stubbings and Mike Perks have given us a brief summary of its uses since 1987, and of its main costs and revenues, and we thank them for providing such a good basic introduction to our discussion.

1077 We want to discuss this further, and in particular to decide what God wants of us in running 7 Victoria Terrance, both for Quakers, and the wider Scottish and British communities.

1080 We ask Nominations Committee to bring forward to October AM names for a Working Group to explore this. We hope the group will speak with the Managers of 7 Victoria Terrance, with Central Edinburgh and all other local meetings in the Area Meeting and with the Trustees, with a view to making recommendations to AM in June 2009.

1083 7 Victoria Terrance is home to some of us, and we have heard that all meetings in the Area Meeting benefit from it, thought they may not bear the full burden of running it.
1084 </p>
1085 <p><name>Remit</name></p>

1087 <emph>It
1088 was agreed at Area Meeting on 25 October that</emph>
1089 the
1090 <name>purpose</name> of the working group is <name>to enable Area Meeting to
1091 reach a revived vision of the Quaker presence in</name>
1092 <name>Edinburgh</name>,
1093 recognising that it is now over 20 years since we moved to Victoria
1094 Terrace, and that our worshipping and community activities are
1095 greater than in the late 1980s.</p>
1096 <p>
1097 The
1098 working group will:</p>
1099 <list type="enum">

1101 review the present operation of 7 Victoria Terrace,
1102 including but not restricted to: the uses of the building through
1103 lettings and other activities and the income generated thereby; the
1104 operational, maintenance and capital costs associated with the
1105 building; the demands on people, including our paid staff and our
1106 membership, in operating and maintaining the building at its
1107 present level of activity; <emph>its accessibility to
1108 all</emph>; the balance between Quaker
1109 and wider community use</item>
1110 <item>
1111 consider options for the future, including but not
1112 restricted to: extending the lettings and community activity;
1113 generating additional funds by more commercial letting; restricting
1114 the building to mainly Quaker use; <emph>making it available to
1115 Scotland-wide Quaker use</emph>;
1116 selling the building and moving elsewhere</item>
1117 <item>
1118 report to Area Meeting by June 2009 with a proposed
1119 statement of what Quakers wish to achieve through our presence
1120 in Edinburgh and
1121 how our property will contribute to this, <emph>to encourage South</emph>
1122 <emph>East
1123 Scotland</emph> <emph>Area
1124 Meeting to unite around a clear vision for the
1125 future</emph>.</item>

1127 <p>
1128 <name>Operation of the group</name></p>
1129 <p>
1130 The
1131 working methods of the group will be in line with the above minute,
1132 <emph>ie</emph> <name>the group will consult widely within Area Meeting</name>
1133 in reaching their conclusions. This may be through
1134 discussions with individuals or groups as appropriate. In
1135 addition, the group may wish to find out how other Quaker meeting
1136 houses are used and managed in similar settings. It may be
1137 that special meetings are required to discuss issues that bring
1138 forward a variety of differing views (&lsquo;Threshing
1139 Meetings&rsquo; &ndash; see QFP, 12.26).</p>
1140 <p>
1141 The
1142 working group will have a membership of 8, with a convener
1143 appointed by Area Meeting. Nominations Committee are asked to
1144 propose members who come from different local meetings, and have
1145 interests including the arts, children, and the community, as well
1146 as having the necessary skills in finance and strategic
1147 thinking. Membership of will include at least one Elder and
1148 one Overseer.</p>
1149 <p>
1150 It
1151 is envisaged that the commitment will be fairly intensive over the
1152 period Dec 2008-June 2009. Meetings will probably need to be
1153 monthly, and work will be needed between meetings to ensure the
1154 breadth of consultation required by the AM minute.</p>
