I've attempted to sketch all the things we need to cover before we can
start holding MfW at 7VT again.  I started with what I could think of,
then reviewed the Questionaire (quantitative results), the Scottish
Government regs and BYM's "9 steps to re-opening" [1] and folded in
stuff from all those.

I think we actually need _two_ plans:

  1) Plan for doing everything that needs to be done before we do this
     at all;
  2) Plan for doing everything that needs to be done for every MfW.

I think we need the plans first, then a risk assessment based on that
plans and finally a draft announcement, for use once all or at least
most of the one-time plan has been carried out.  Once we have the
these, we make a proposal to LM based on them.

The every-time plan requires a policy, covering at least
  * Booking
    - Reserved spaces for walk-ins?
      . Priority for visitors?
      . (Outdoor?) queue management?
    - Timing of release thereof?
    - First-come first-served for first Meeting?
    - Prioritisation thereafter?
    - Different rules for e.g. Memorial Meetings or Weddings?
  * PPE
    - Will there be single-use masks and/or hand sanitiser available
      at the front door? MHM say "Hand sanitiser definitely - LM will have to
      make a decision about masks"
    - Will we require masks for all except those with an overriding health
      reason? ScotGov now require this.
    - Will we be training someone to do visual and/or instrumental health
       checks at the front door? MHM say "definitely" wrt visual
  * Movement in the MH
    - Tidal use of stairs (up through 1st 10 minutes, down
      thereafter?)
    - Special-use of elevator, one person/household at a time (up for
      mobility reasons through 1st 10 minutes, down at any time?)
  * Adjunct activities
    - Children and Young People sessions
    - MfW in Bow Room during All Age Worship?
  * All Age Worship?

The plans are something for the Meeting itself to read and understand.

The risk assessment depends on the policy and the every-time plan, and
is based on the two existing ones done by MH managers.

*The Plans*

The one-time plan:
 * Answer all the questions in the policy (above) and the every-time
   plan;
 * Decide on roles (BYM says we need a C19 Safety Coordinator and a
   group to work with them)
 * Hand over to them for Steps 4 onward in the "9 steps" document and
   the ongoing work wrt handling requests to attend (see below)

The plan for each MfW at any time (in two parts):
 1) Before the day:
    * [For one-off events: Request date and time w. MhM and C19 SC (How far ahead?)]
    * Create/update booking request form
      - What information (name, address, email, SESAM?, household/children?)?
      - What do we do about _extended_ households, if any?
      - Deadline?
    * Open and announce booking
      - Online at https://www.quakerscotland.org/central-edinburgh
	. Via whom, how much notice, where on the page?
      - By email (via whom?)
    * Allocate places (who does this?  When?)
    * Notify applicants
    * Print the roster (Needed at 7VT, so MhM does this?)
    [once all the above questions are answered, we need a task sheet
     (e.g. a spreadsheet on GoogleDocs) with dates/times and responsible
      persons]
 2) On the day:
    a) Before MfW
       * Downstairs doorkeeper?  Where?  Guidance for?
       * Who ticks off entries on the roster?  Adds walk-in info?
         Calls in waiters?
       * Upstairs doorkeeper?  Responsibility for checking social
         distanced seating?  Manage leaving early, particularly during
	 1st 10 minutes?
    b) During MfW
       * Handling latecomers?
    c) After MfW
       * Notices clerk to remind about leaving promptly?
       * Transcribe roster and make available (to whom? how?)
